Efrat is a separate local council from the Gush Etzion Regional Council, so which office you use depends on where you live. In Efrat, the council building houses the education, collections (arnona and water) and engineering departments, with a National Insurance (Bituach Leumi) service point next to the stairs, and the municipal call centre 106 takes reports and questions. The Efrat Religious Council handles marriage registration, kashrut and mikvaot. Residents of the yishuvim deal with the Gush Etzion Regional Council, its 24-hour hotline and the regional religious council.
